AMENDMENT OF MD3 ACT BECOMES A MOMENTUM TO IMPROVE PARLIAMENT’S REPUTATION



Members of Work Committee for Amendment of Law on People’s Consultative Assembly, House of Representatives, and Regional House of Representatives (MD3 Act) of the Legislation Body of the House of Representatives, Taufik Hidayat, said that Amendment of MD Act is a momentum for the House of Representatives to improve its reputation, how to restore the positive the positive reputation of Parliament and its members so they could work conveniently. This was stated during a meeting of the Work Committee for Amendment of MD Act (Work Committee) at the Parliament Building in Senayan, Jakarta.

Result of visit of the Work Committee to Hasanuddin University, Makassar, is the opinion that House of Representatives authority is already sufficient. What should be done is increasing productivity of the House of Representatives. So far, there have been negative reports about the House of Representatives starting from budgeting, overseas trips, and unproductive activities.

There are many things to be improved in the House of Representatives organization structure. Legislation should be a strong emphasis point in MD3 Act, there should be a rule that will direct or force political parties, in this case the House of Representatives fractions, to have a strong awareness about legislation.

Almost all fractions did not have good legislation policy. This is because at the beginning, legislation matter was not considered by political parties. While in fact, the main task of the House of Representatives is legislation task. If it is provided in MD3 Act that each fraction must disclose its regulation policy to be implemented to the public.

The fractions have the obligation to convey what laws to be passed in a parliamentary period or in a year. Disclosure becomes a requirement so that each fraction will make preparations by collecting opinions of public and experts, discuss them, and study them until they become regulation plans.

Member of House of Representatives, Harry Wijaksono, proposes so that legislative function can be more emphasized or activated. Actually, it has been stipulated in MD3 Act and the 1945 Constitution, namely House of Representatives function is legislative function in addition to budgeting and controlling. Members of the House of Representatives are reminded not to improve legislative function. The most striking is Parliament’s supervisory function. (E)
