TOWARD AEC 2015, STEPPING UP OF WORKERS COMPETENCE INDISPENSABLE



Without readiness to join the ASEAN Economic Community [AEC] in 2015, Indonesia would be an easy target for exporters of products or labor from other countries. Foreign trained personnel like nurses, teachers, architects etc would enter Indonesia. Besides workers, players of the construction industry must be ready to anticipate hard competition when the AEC was put in effect. High quality and competence would be the determinant factor in wining competitions.
               
Special assistant to the Ministry of Industry, Benny Soetrisno stated in Jakarta on Monday [01/7/2013] that in the ASEAN Common market there would be a single market where free traffic of goods, services and investment would be prevalent in Southwest Asia. According to Benny, agreement would be necessary among the Ministries of Labor and Transmigration and Ministry of Industry. Agreement would be necessary to make sure that the same standardization process would be in effect in the respective ministries.
               
Benny reminded that betterment of standard of competence had become indispensable so workers from Asean in general and forum Indonesia particular could compete against workers from abroad or foreign workers at home. In the effort to manage employment of foreign workers [TKA] and stepping up competiveness of local workers and to wall out invasion of foreign workers and to entering Indonesia, Benny urged provincial Government to scheme up sound employment master plan including development of local workforce as needed and in parallel with regional specialty.
               
The provincial Government must be ready to face a competitive labor market which would be tighter in time to come, by preparing educated and trained personnel. To quote Decision of the Ministry of Transmigration no. 42/2012 on certain positions prohibited for foreign workers, the Ministry anticipated globalization in the service and labor sector for the next 5 or 10 years. The Ministerial Decree was based on Article 46 Law no 13/2003 on Labor which regulated foreign workers not to hold positions of the Personnel Department  and or/ certain positions.
               
Benny stated that in the effort to control the number of foreign workers, it was necessary for the Government to consider certain aspects like among others matters related to development of human resources in Indonesia, in the sense that the role of foreign workers must bring progress to local workers by way of transfer of technology. Foreign workers working in Indonesia must transfer their knowledge and skill to local workers working in the same company.
               
Other considerations were the principle of benefit and legality aspect. While having to complete documents and permit producers, the employment of foreign workers enhances broad employment opportunities especially for local workers. Meanwhile in regard to control and supervision, he said that it would be exercised directly by labor inspectors at central an local level to companies. Documents examination and permit producers included among others examination of RPTKA, IMTA, SK sns accompanying TKI Insurance Policy.
               
Ex chairman of the Association of Indonesian Textile Industry [API] disclosed that the number of universities which conducted training in textile technology continued to decline so the textile industry was running short of experts. The condition forced textile producers to recruit overseas workers. Data of API disclosed that in year 2000 there were 11 tertiary schools which conducted teachings in textile technology in Indonesia. (SS)
