In
APBN State Budget 2013, the Government planned to allocate fund for social aid at the value of Rp 59.0 trillion (0.6% against GDP). The amount was an increase of Rp 3.7 trillion (6.6%) against celing budget for social aid set
in 2012 Budget at Rp 55.4 trillion (0.6% against GDP). The amount was related to increased scope of social aid and increased value
of social aid given to the
people in the framework of increasing people’s economic capacity and well-farwe.
Some prioritized programs categorized as social aid for 2013 were among others:
- The School Operational Aid (BOS) in coordination with the Ministry of Religious Affairs with altocated budget at Rp 12.5 trillion and BOS for Secondary schools in coordination with the Minstry of Education and Culture with allocated budget set at Rp 3.8 trillion.
- Aid for poor students with allocated fund planned at Rp 10.2 trillion.
- Jamkermas insurance and Jampersal insurance with allocated fund of Rp 7.34 trillion, consisted of service program recommended 3rd class patient in Government hospital and private hospital oppointed by the Government with allocated budget of Rp 5.7 trillion and for Jampersal insurance with allocated budget of Rp 1.6 billion.
- PNPM Mandiri with allocated fund planned at Rp 2.2 trillion consisting of Urban PNPM, Regional Development Plan for Less Developed Provinces (P2DTK) and development of infra structure for regional social economy (PISEW).
- PHK or People Cash Aid with allocated budget planned at Rp 2,9 trillion.
The BOS Program was a command written in Article 34 Law no. 20 year 2003 on National Education System in which it was stated that the Central Government and the Local Government guaranteed execution of Compulsory Education at least
at elementary school affordable.
The objective of BOS was to assist poor students and to enlighten other student’s burden so all students were entitled to high
quality elementary education
until graduation day.
The
BOS Budget for 2013 in coordination with the Ministry of Religious Affairs was meant for around 6,5 million MI/Ula Students and MTs/Wustha. Furthermore the Government also increased the 9 Year Elementary Education Compulsory Plan for around 9.6 million students of SMA High School. SMK Vocational High School and MA toward expansion and equal distribution of access to
education which was of high quality,
equal gender and relevant to people’s need.
In the effort of promoting quality in education, the Government also allocated budget for aid
for poor students starting from
elementary school to tertiary education. The Aid Program for Poor Students for 2013 was meant respectively for around 9.6 million SD/SDLB (school for the disabled) and SMP/SMPLB Junior High School and SMK Vocational School with allocated budget of Rp 1.7 trillion for around 400 thousand MA students with allocated budget of Rp 400.0 billion for around 122 thousand university students with allocated fund of Rp 1.5 trillion for around 70 thousand students of religious university with allocated budget of Rp 128.0 billion.
