Revision of the Indonesian National Standard (SNI) 03-1726-2002 on the Procedure of Planning of Quake Proof Building was expected to be ready by August 2010. The draft for SNI revision was being schemed up by the Upper Structure Team and was still expecting inputs from reputable universities and competent experts. This was set forth by the Secretary if the Board of R&D, Ministry of Public Works, Supardi, last week in Jakarta.
Although the Revision of Procedure of Planning of Quake Proof Building could be ready by August, the implementation of it might take a long time. For that matter various preparations like improving the draft was still going on so far.
The revised SNI would soon serve as substitute of SNI 03-1726-2002 and be the general requirements for planning of quake proof building/non-building structure except for buildings that were unusual and base isolation. According to the Head of Center of R&D for settlement buildings, Ministry of Public Works, Dr Anita Firmanti, revision of SNI 03-1726-2002 was most crusial because the products contained would be the underlying benchmark for planning of all quake proof buildings which had been used as reference.
On the other hand, the quake map and strength of quake which might happen in the future was predicted to increase. Based on that, the construction of building to be built must in the future comply with SNI requirements in order to ensure safety to the occupants “The estimated acceleration of earthquake at the foundation stone layer from 0,1 to 0,2 should be responded with strengthening of structure which was also quake resistant at high rise buildings. Most probably these were the considerations why the SNI 03-1726-2002 had to be revised” he remarked.
According to Anita, buildings that were built on the basis of the old SNI (SNI 03-1726-2002) was definitely save enough from earthquakes but to plan resistance of building against quake a new standard was necessary and the draft of it must still be dissected by the expert specialists in the field.
The cities of Bandar Lampung and Bengkulu became the targets of education/illumination of the SNI revision plan. At this time the R&D Center of the Pubic Works communities was seeking for the right method of publication and socialization of the new SNI standard; besides it was not easy to find a method understood by all parties without creating excessive fear.
Meanwhile Head of Standardization and Desimination Arief Sabaruddin stated that the completion of Revision of draft of the SNI 03-1726-2002 did not have to be immediately or directly be used as reference, because as soon as the revision was legalized it was still necessary to make a poll run by the Board of National Standard (BSN) before being stipulated by the Government.
It was estimated that by January 2011 this revision would be put in effect. Formerly, target of illumination was aimed at universities, students, associations including the Board of Consumers (YLKI), Next step divisions of all provinces by prioritizing on Municipalities of main cities like Jakarta, Medan, Bandung, and Surabaya.
