MINISTER OF FINANCE IMPOSED SAFEGUARD DUTIES FOR IMPORTS OF I AND H SECTION OF OTHER ALLOY STEEL

The Ministry of Finance issued Regulation of the Minister of Finance No. 12/PMK.010/2015 dated January 19, 2015 on the imposition of Safeguard Duties (BMTP) for imports of I and H Sections of other Alloy Steel with harmonized system (HS) code numbers ex. 7228.70.10.00 and 7228.70.90.00. The issuance of this regulation is based on the results of investigation of Indonesia Trade Security Committee (KKPPI) on trade Protection Measures (TPP) that there was surge of imports in absolute volume from 2010 to 2013 with a trend of 175%.

Regulation No. 12/2015 was published on January 21, 2015 in the State Gazette of the Republic of Indonesia Year 2015 number 82. Details of BMPT: for the first year period (January 21 2015-20 January 2016) with a rate of 26%. While, for the second year period) January 21 2016-20 January 2017) with a rate of 22% and for the third year period (January 21 2017-20 January 2018) with a rate of 18%. “Based on the results of the investigation, there is evidence of a surge in the volume of imports in 2010-2013 with a trend of results of the investigation, there is evidence of a surge in the volume of imports in 2010-2013 with a  trend of 175% from 20,331 tons in 2010 to 395,814 tons in 2013 with major exporting countries consisting of Chine (96.62%), South Korea (1.56%) and Singapore (0.96%), “said KKPPI Chairman, Ernawati, in Jakarta, Monday (February 9).

The surge in the volume of imports of I-shaped and H-shaped sections of other alloy steel has a negative impact on the applicant. “It is evident from the applicant’s market share which is declining, increase of inventory and declining profits, so there is a loss. KPPI proves that there is a casual link between the surge in the volume of imports and the threat of serious injury suffered by the applicant,” she said. (E)
