IMPLEMENTATION OF RASKIN PROGRAM INVOLVED CORRUPTION ERADICATION COMMISSION (KPK), SUPREME AUDIT AGENCY (BPK), AND FINANCE AND DEVELOPMENT COMPTROLLER (BPKP)



Minister of Social Affairs, Salim Segaf Aldjufri, said that in the implementation of distribution of Rice for the Low Income/Poor Society (Raskin) for 2013 it would partner with Corruption Eradication Commission (KPK) in conducting supervision, the Supreme Audit Agency (BPk) and Finance and Development Comptroller (BPKP) to audit the implementation of the Raskin program. He told journalists during launching of Raskin Program for 2013 on Monday [3/18].
               
The aim of partnering with KPK< BPK, and BPKP is so that the Raskin Program would reach the right beneficiary target, the right quantity, the right price, and in the right time as well as being prevented from deviations. So far, implementation of Raskin Program had not reached the right beneficiary target. Financially able households were registered as beneficiary recipients.
               
In addition, quantity of Raskin allocation in a region was frequently not in accordance with total number of poor households. So, based on Musyawarah Desa (Village Forum), the rice received must be evenly distributed to poor households in the region. Consequently, quantity of rice received by target household’s beneficiary recipients (RTS-PM) was not in accordance with the quota decided at 15 kg/RTSPM/month.
               
Looking at low purchasing power of poor society, not all them could buy the entire 15 kg of Raskin. They bought Raskin according to their financial ability. Raskin bought by them was partly used to repay their debts.
               
Raskin Program for 2013 was set to meet target of 15,530,897 RTS-PM with maximum limit at 2,795,561,460 kg, and each RTS-PM would receive 15kg/month for 12 months. For 2013, the government provided Raskin subsidy budget of Rp. 17.1 trillion based on the assumption that each kilogram of Raskin contains Rp. 6,151.86 subsidy. Target of Raskin distribution for January to March 2013 was at 689,890,365 kg in 33 provinces, and 411,640,193 kg (58.90%) had been realized.
KPA (Budget User Authority) Transferred
               
Based on Regulation of Minister of Finance No. 23/PMK.02/2012 on Procedure of Payment, calculation, Payment and Accountability of Rice Subsidies for Low-Income Society, Budget User Authority (KPA) was transferred to the Director of Public Services of the National Logistics Agency ( Perum Bulog), Agusdin Farid, said that KPA had been frequently transferred, from the Ministry of Finance transferred, from the Ministry of Finance transferred to the Ministry of Social Welfare, then transferred again to Perum Bulog, and the last to the Ministry of Social Affairs.
               
Even though it had been frequently transferred, Perum Bulog was still assigned to provide and distribute Raskin. The responsibilities of Perum Bulog are, among other things, to provide and distribute subsidized rice to low-income society to the designated Distribution Points in accordance with RTS-PM issued. Procedures of provision and distribution of rice subsidies to low-income society is implemented in accordance with the prevailing regulations. (E)
