DAHLAN ASKS HUTAMA KARYA TO START BUILDING TRANS SUMATRA HIGHWAY



The Minister of State Owned Companies [BUMN] Dahlan Iskan had asked PT Hutama Karya construction to start building the Trans Sumatra Toll road this year being ashamed of the toll roads in Indonesia which was at minimum compared to that in other countries. “Just do it. Shameful that Indonesia’s toll roads are short and meager. By this semester three toll road sections must be build in Sumatra” Minister Dahlan disclosed in Jakarta on Tuesday [19/2].

Of 21 sections of Trans Sumatra Highway stretched for 2,700 km long, Hutama Karya could undertake building of 3 sections with Investment Rate of Return above 13%. Meanwhile in termas of financing, Hutama Karya was asked to actively seek funding, not to depend on State Capital Inclusion [PMN]. “Let’s begin, no need to make lengthy inter-institutional discussion. If issuing bond is necessary, please do so. There are 22 sections to be build, just begin with three” Dahlan added on.

Trans Sumatra toll road building needed fund of around Rp360 trillion. To execute the plan, Hutama Karya needed Presidential Regulation [Perpres] as legality, considering that the toll road building was not through tender, but by direct appointment.

Previously, Deputy Minister of Public Works Hermanto Dardak disclosed that he had accomplished trace upon which the toll road would be build for 2,700 km of the 3,200 km being planned. Survey of the trace would pass through the main cities of Sumatra starting from Bakauheni to Palembang, Medan and on to Banda Aceh. Along that flat highway feeder roads would be built for the main road from Pakanbaru to Padang and from Sibolga to Bengkulu.

The Trans Sumatra Highway would be built on the basis of Public Private Partnership. Among the sections of Trans Sumatra to be prioritized by the Ministry of Public Works was the Medan-Pakanbaru section. Planning of this trace was only exercised in general, whilst the planning in detail would be probed when the toll road project begins. (SS)
