Kemal Haryandi, the Director of Harbor and Excavation, Director General
of SEA Communication, Ministry of Transportation said that survey outcome
disclosed that Cimalaya was a good location to build harbor. Cimalaya was rated
as an ideal and strategic location where harbor could be build compared to
Tangerang or Marunda. Besides near the location where harbor would be built
there is the Karawang Jababeka Industrial Complex. Soon the industrial goods
from the industrial zones near Cimalaya would be transported through the new
harbor, while goods from Sunter and Tangerang would be transported through
Tanjung Priok Harbor as normally.
This was outcome of feasibility study review exercised by the Ministry
of Transportation and Bappenas. As planned, the study outcome would be released
by the Ministry of Transportation in this March 2013. Today the process was at
maturity plan for the harbor which was to be located in Karawang West Java. As
known, the development plan for Cimalaya harbor had been stipulated in the
Masterplan of Tanjung Priok Harbor since June 2012 last. Furthemore to be
stipulated in the Letter of Decision of the Ministry of National Development
Plan [BAPENAS] NO.KEP101/M.PPN/HK/11 year 2012 on the change of Mid Term
Overseas Loan Plan List 2011-2014 on November 2012.
The development of Cimalaya harbor itself would not disturb development
of container terminal at Kalibaru Utara Financed by Indonesia Port Corporation, PT Pelabuhan Indonesia II. The Cimalaya
harbor was part of the Government’s plan to anticipate stagnation of goods flow
at Tanjung Priok Harbor which was being overloaded. Soon the rate of economic
growth would greatly influence flow of goods at the harbor. Today the flow of
goods at Tanjung Priok Harbor had come to 6 million TEU which exceeded the
available capacity.
Therefore according to Kemal Heryandri, in the next 5 years although the
capacity would be increased with the building of Kalibaru harbor, Tanjung Priok
Harbor was predicted to be stagnated once more due to the ever increasing
traffic of goods. In the future Tanjung Priok harbor would still need expansion
of capacity to accommodate the ever increasing flow of goods year after year.
Accordingly new harbors are being prepared as supporting harbors.
The problems now was financing needed to build the Cimalaya harbor which
was most likely to be obtained from overseas. The amount needed for initial
development was USD 50 million. As planned, by 2013 the Ministry of
Transportation would finalize the design which was expected to be ready by 2013
and by early 2014 the process of tender could begin. The expectation was that
after the development of Kalibaru terminal phase it was ready by 2014, the Cimalaya
Harbor would reduce transportation cost for the industrial zone in West Java so
the task might begin.(SS)
